Office Bearers of ICMAB-2019

The Council elected Office Bearers for 2019 in its meeting held on 4th March 2019

M. Abul Kalam Mazumdar FCMA did MBA from Institute of Business Administration, Dhaka University and is a Certified Management Consultant (CMC) from Council of Management Consultants, Australia. He earned a diploma with distinction on Managerial Control and Management Information Systems from the Netherlands. Currently he is the Executive Vice President of Anlima Yarn Dyeing Ltd., a public limited company listed in both the stock exchanges of the country. Previously he served in Beximco Group, Ministry of Finance and Bangladesh Jute Mills Corporation in various capacities. Mr. Mazumdar was also the President of the Institute in 2000, Vice President for the years 1996 and 1997, Secretary for the years 1994 and 1995 and Treasurer for the year 1993. After qualifying as a Cost and Management Accountant in 1984 Mr. Mazumdar played active role for the formation of Dhaka regional council of the Institute, Dhaka Branch Council (DBC). He was the Chairman, Secretary and Treasurer of the Dhaka Branch Council (DBC) during the years 1989, 1987 and 1986 respectively. He contributed for the Institute’s journal, The Cost and Management, as Editor and Associate Editor for more than a decade. He is the author of a number of local and international seminar, conference and research papers and he has some international publications to his credit.
Arif Khan FCMA was the President of the ICMAB for the year 2016 and was Vice President of ICMAB for two terms. He served the Institute as Secretary and Treasurer in different terms. He is working as CEO and Managing Director of IDLC Finance Ltd. Mr. Khan also served as Commissioner of Bangladesh Securities and Exchange Commission (BSEC). Before joining the regulatory body, he served several national and multinational companies in different capacities. He was in charge of significant reforms initiatives of BSEC in the last four and a half years. He was also a member of the “Core Committee” of Bangladesh Bank for developing guidelines for “Domestic Factoring Operation in Bangladesh” and “Asset-Liability Management of NBFIs”. He was the first elected President of Bangladesh Merchant Bankers’ Association (BMBA). Mr. Khan works as guest faculty in different educational and professional institutions including ICMAB, BIBM, Department of Finance and IBA of Dhaka University. Besides his Masters in Finance from Dhaka University, he also obtained MBA from the Institute of Business Administration (IBA) of same University. Mr. Khan is a Charter holder of CFA Institute, U.S.A.
Jamal Ahmed Choudhury FCMA was the President of the Institute of Cost and Management Accountants of Bangladesh (ICMAB) for year 2017. Mr. Choudhury also served the ICMAB as Vice-President in 2015 & 2016 and Secretary in 2014. He was also the Chairman (2005) of Dhaka Branch Council and Member of the National Council (2010-2013). He is the Executive Director, Accounts & Finance, Beximco Pharmaceuticals Ltd. – a leading Pharmaceutical industry in the country. He has wealth of experience as a professional accountant in national and multinational companies. Mr. Choudhury takes keen interest in education and research. He has been a part-time faculty in several public and private universities for over a decade. He has to his credit, a good number of publications in national and international journals. He is a frequent contributor to the national dailies and writes on business, economy and finance related issues. He obtained his post-graduation in Accounting from the University of Dhaka and MBA from IBA. Mr. Choudhury is a CGMA also.
Md. Abdur Rahman Khan FCMA, Secretary of ICMAB has been working as a Joint Secretary in Finance Division of the Ministry of Finance, Government of Bangladesh. Before this, he worked as Deputy Secretary of Ministry of Finance and in income tax administration for about 22 years in home and abroad. He started his taxation career in 1994 as an Assistant Commissioner of Tax and later on worked as Deputy Commissioner, Joint Commissioner and Additional Commissioner of Taxes. As Additional Commissioner of Taxes, he worked as First Secretary (Tax Policy) in National Board of Revenue (NBR) and had been involved in formulation of Finance Act 2014 and Finance Act 2015. He also worked as an International Adviser of the United Nations and as a consultant of the World Bank during 2004-2011 periods. Mr. Khan is the Secretary (2015, 2016, 2017 & 2018) and Treasurer (2014) of ICMAB and a Board Member of Public Sector Financial Management Committee (PSFMC) in Confederation of Asian and Pacific Accountants (CAPA). He is the present Chairman, SAFA Non-profit Organization and Co-operative Sector. Mr. Khan is also a life member of the Asiatic Society of Bangladesh. After obtaining post-graduation degree in Accounting from University of Chittagong, Mr. Khan obtained his second masters in Government Financial Management from University of Ulster, United Kingdom. Mr. Khan also did many overseas professional courses and attended numerous foreign trainings including-Masters Level short course from the School of Oriental and African Studies (SOAS) of University of London, IMF Singapore Regional Training Institutions (STI), the Law School of Western Sydney University, National Tax College of Japan and Macquarie University of Australia & University of Alabama in USA. He has written a good number of articles on taxation and Public Finance in reputed professional journals and presented a number of papers in national and international seminars and workshops. Mr. Khan has strong passion for teaching and worked as a part time faculty in Dhaka University, North South University, Jahangir Nagar University, University of Development Alternative, ICMAB, Financial Management Academy (FIMA), Institute of Public Finance (IPF) and BPTAC.
Dr. Swapan Kumar Bala FCMA has currently been working as the Commissioner of Bangladesh Securities and Exchange Commission (BSEC) since April 19, 2016. Earlier he served Dhaka Stock Exchange (DSE) as Managing Director/CEO. Under his able leadership, DSE has been demutualized in November 2013. He began his teaching career at Dhaka University as a Lecturer of Accounting in 1991 and became Professor in 2011. He is an IFRS professional from ICAEW (UK). Dr. Bala has been the Treasurer of the Institute since the calendar year 2015. He was the Chairman, SAFA Committee on NPOs and Cooperative Sector for a period of four years from Nov. 2014. He was the Editor of the ICMAB Journal (March 2012 to Feb. 2013) and also the Chairman of Dhaka Branch Council of ICMAB (2008). He was in charge of supervising the BSEC’s Committee to revise the Corporate Governance Guidelines 2012 and to prepare the Corporate Governance Code 2018. He is currently representing BSEC in the National Advisory Board (NAB) for Impact Investing in Bangladesh, He is also a Director, Board of Directors, Bangladesh Institute of Capital Market (BICM), and a Member, First Board of Governors, Bangladesh Academy for Securities Markets (BASM). Dr. Bala is a Professional Member of IMA (USA), an Associate Member of Virtual Institute, UNCTAD and a life member of the Asiatic Society of Bangladesh. He has extensive Training of Trainers (ToT) experience including Leadership ToT Programs organized by IFC at Dhaka and IIM Calcutta held at Kuala Lumpur, Malaysia. Dr. Bala also rendered professional services to Bangladesh Bank, NBR, ISTCL and BICM. He participated in several Securities Market Development Programs held in USA (SEC, US XBRL and MIT), Qatar, South Korea, Germany, Brazil, China, Maldives, the Philippines, Hong Kong, Austria, Germany, Sweden, Japan, Hungary, France and Australia. To his credit, he has 88 research articles/book chapters (26 international), 9 research monographs, 9 books (1 international), 1 study manual, 49 seminar/workshop papers and 9 entries in Banglapedia.
