Office Bearers of ICMAB 2017

The Council elected Office Bearers for 2017 in its meeting held on 9th February 2017.

jamal ahmed choudhury PRESIDENT

Mr. Jamal Ahmed Choudhury FCMA is working as Executive Director, Finance and Accounts in Beximco Pharmaceuticals Limited. He has wealth of experience as a professional accountant in national and multinational companies. Mr. Choudhury takes keen interest in education and research. He has been a part-time faculty in several public and private universities for over a decade. He has to his credit, a good number of publications in national and international journals. He is a frequent contributor to the national dailies and writes on business, economy and finance related issues. He was the Chairman (2005) of Dhaka Branch Council and Member of the National Council (2010-2013). He served the Institute as Secretary and Vice President in 2014 and 2015 respectively.

He obtained his post-graduation in Accounting from the University of Dhaka and MBA from IBA.

 

 MUA VICE-PRESIDENT

Professor Mamtaz Uddin Ahmed FCMA was the President of the ICMAB for the year 2007 & 2012 and was the Vice President in 2005 & 2006. He was the Secretary of the Dhaka Branch Council of ICMAB for the year 1991. Professor Ahmed is a senior Fellow Member of the Institute, has been serving as a faculty in the Department of Accounting & Information Systems (AIS), University of Dhaka since July 14, 1986. He served as a Lecturer in the Department of Accounting, University of Chittagong during the period from April, 1984 to July 13, 1986. He also served as a Consultant in different World Bank and GoB (Government of Bangladesh) funded projects and acted as a resource person in different training programs. Professor Ahmed, a brilliant student, obtained 1st Class in all public examinations and obtained 5th, 1st and 2nd positions in H.S.C., B.COM (Hons.) and M. COM. respectively. Prof. Ahmed act as a part time member of the 8th Pay Commission 2015 and Chairman, Department of Accounting & Information Systems (AIS), University of Dhaka from 2012 to 2015. He has published more than 28 (twenty eight) articles in various recognized journals. He is a life member of Bangladesh Economic Association; Member, Board of Governors, Insurance Academy; Chairman, Governing Body, Sheikh Borhanuddin College, Dhaka. He was working as a nominated member of ICMAB at Advisory Committee of Road Fund maintenance Board. He was elected member of the Senate and Finance Committee of Dhaka University. He is also engaged as Director of the Dhaka Power Distribution Company & Ashuganj Power Station. He became professionally eminent by authoring many technical papers for Seminars, Conferences and Workshops organized by national & International accounting bodies. He has participated in numerous National & International Seminars, Workshops and Conferences. He is a widely traveled professional.

Currently he is serving the Chittagong Stock Exchange as an Independent Director.

 

mr. mohammed salim

VICE-PRESIDENT

Mr. Mohammed Salim FCMA was the President of the ICMAB for the year 2014 and was the Vice President in 2011, 2012 & 2013. He was the Secretary and Treasurer of the Institute in 2005 and 2006 respectively. He was Chairman and Treasurer of Dhaka Branch Council of ICMAB for the year 2001 and 1993 respectively. He was elected four times as member of Dhaka Branch Council for the years 1992, 1993, 1994 and 2001.

Mr. Mohammed Salim FCMA is currently working as Financial Management Specialist in Central Procurement Technical Unit (CPTU), IMED of the Ministry of Planning of the Government of Bangladesh.

Mr. Salim obtained his Masters of Business Administration (MBA) in Finance and Diploma of Management Studies (DMS) from University of Hull (UK) in 1995 and 1997 respectively. He is also a member of National Institute of Accountants (NIA), Australia.

Mr. Salim participated in many training programs and seminars on financial issues, Energy and Power Management etc. in home and abroad. Mr. Salim is a widely traveled man.

md. abdur rahman khan SECRETARY

Mr. Md. Abdur Rahman Khan FCMA is currently working as Deputy Secretary in Finance Division of the Ministry of Finance of the Government of the People’s Republic of Bangladesh. Before this, he worked in income tax administration for about 22 years in home and abroad. He started his taxation career in 1994 as an Assistant Commissioner of tax and later on worked as Deputy Commissioner, Joint Commissioner and Additional commissioner of Taxes. As Additional Commissioner of Taxes, he worked as First Secretary (Tax Policy) in the National Board of Revenue (NBR) and had been involved in formulation of Finance Act 2014 and Finance Act 2015. Mr. Khan worked as an International Adviser of the United Nations and as a consultant of the World Bank during 2004-2011 periods.

He has written a good number of articles on taxation in reputed professional journals and presented number of papers in national and international seminars and workshops. Mr. Khan has strong passion for teaching and is currently working as a part time faculty of Dhaka University and BCS Taxation Academy. He also worked as a part time faculty in North South University, Jahangir Nagar University, University of Development Alternative, Institute of Cost and Management Accountants of Bangladesh (ICMAB), Financial Management Academy (FIMA) and Bangladesh Public Administration Training Institute (BPTAC) etc.

After obtaining post graduation degree in Accounting from University of Chittagong Mr. Khan obtained his second masters in Government Financial Management from University of Ulster, of the United Kingdom and several high level training in the areas of tax policy and administration from overseas.

Previously, he served ICMAB as Treasurer and Secretary in 2014 and 2015 respectively. Mr. Khan is the Board Member of CAPA’s Public Sector Financial Management Committee for the term 2016-2019.

He is actively involved with different socio-cultural organizations including Asiatic Society of Bangladesh (Member), Officers Club, Dhaka (Member), and Shahid Beer Muktijoddha Enayet Smrity Shangho (Founder President).

 

prof._dr._swapan_kumar_bala.jpg TREASURER

Prof. Dr. Swapan Kumar Bala, FCMA has currently been working as the Commissioner of Bangladesh Securities & Exchange Commission (BSEC). Earlier he served Dhaka Stock Exchange Ltd. (DSE) as Managing Director. Under his management leadership, DSE has been demutualized in November 2013. He began his teaching career at Dhaka University as a Lecturer of Accounting in 1991 and became Professor in 2011. He is an IFRS professional from ICAEW (UK). He obtained his B.Com. with Honours (1986) and M.Com. (1987) in Accounting from the Department of Accounting & Information Systems, University of Dhaka. He obtained ‘Certificate of Achievement on BIDS Advanced Course on Economics and Quantitative Techniques’, a Master of Philosophy (M.Phil.) equivalent program from Bangladesh Institute of Development Studies (BIDS). He did his Ph.D. on Value Added Taxation from Dhaka University.

Dr. Bala is the present Chairman, SAFA Committee on NPOs and Cooperative Sector. He was the Chairman, Journal Committee, ICMAB and Editor of The Cost and Management, the journal of the ICMAB (March 2012 to February 2013). He was also the Chairman of Dhaka Branch Council of ICMAB (2008).

Dr. Bala is an Associate Member of Virtual Institute, UNCTAD and a life member of the Asiatic Society of Bangladesh. He has extensive Training of Trainers experience including South Asia Regional Corporate Governance Board Leadership Training of Trainers (ToT) Program for the Banking Sector (June 2011) and Advanced Corporate Governance Board Leadership Training of Trainers Program (February 2012) organized by Global Corporate Governance Forum (GCGF) of International Finance Corporation (IFC). Dr. Bala also rendered professional services to Bangladesh Bank, National Board of Revenue (NBR), ICB Securities Trading Company Ltd. (ISTCL) and Bangladesh Institute of Capital Market (BICM). To his credit, he has 65 research articles, 9 research monographs, 8 books, 1 study manual, 39 seminar papers and 9 entries in Banglapedia.
